To prepare an Agreement of Cooperation or Program Agreement:

International Agreements Guidelines and Procedures

  1. International agreements

    Pre-submission Stage

    International agreements between UTRGV and foreign universities or colleges are governed by a combination of Texas state law, Texas Higher Education Coordinating Board Rules, and UTRGV policies.

  2. Agreement Application

    Submission Stage

    UTRGV faculty or staff members seeking to establish an international agreement with a foreign university or entity must complete the online application through Global Initiatives. The application sets out relevant details of the proposed agreement, including parties, scope of proposed activities, and benefits to the university.

  3. Non-Standard Request

    Review Stage (2-4 Months)

    Non-standard requests, including agreements not using existing templates, will be submitted to the UTRGV Attorney for review. Once approved by legal, non-standard request undergo the same process of standard request.

  4. Standard Request

    Review Stage (1-2 Months)

    Virtual meeting is established with potential partner university and UTRGV parties to ensure agreement goals align. Submitter presents agreement proposal to IPAC ta monthly meeting. Consideration will be given to academic appropriateness, institutional benefit and risk.

  5. IPAC Issues Memoranda

    Response

    Approval. GI will route agreement to obtain President's signature. Afterwards GI provides the final signed copy to partner and publishes online.

    Reconsideration requested. School reviews and negotiates terms of partnership with international partner institution, if applicable. A revised proposal may be re-submitted.

    Not approved. No further Action.
