The 紧急学费贷款办事处 is responsible for processing and collecting Emergency Tuition Loans, assignment of institutional student loans (internal \ external collections) and Perkins federal loans (DOE), received while attending The University of Texas – Rio Grande Valley.

Emergency Tuition Loan FAQ

When to use an Emergency Tuition Loan?

We recommend you use the Emergency Tuition Loan when your financial aid has been delayed or your method of payment is delayed after the student payment due date. You will need to apply during an open processing period.

Am I eligible for an Emergency Tuition Loan?

To be eligible for an EML, students need to be 18 years or older, be registered in a current term, have zero outstanding / past due debt with the university, and have not received any financial aid disbursement or have not applied for an Institutional Payment Plan for the same term.

Note: Students under 18 years of age must apply in person at the Bursar’s office. A parent or legal guardian must be present, and both parties are required to present a valid form of identification.

The Emergency Tuition Loans will be processed on a first-come, first-served basis until funds are exhausted or the processing period ends, whichever comes first.

How do I apply for an Emergency Tuition Loan?

Apply for an Emergency Tuition Loan on ASSIST (Log in to ASSIST > My Finances > Emergency Tuition Loan Request).  By applying to an Emergency Tuition Loan, you agree that the Emergency Tuition Loan office will cover (with the amount borrowed) the cost of your Tuition and Mandatory Fees in your student account with the promise of paying this loan no later than the Emergency Tuition Loan due date. Students will not receive any funds directly to your bank account.

How much is the cost of the Emergency Tuition Loan application?

The cost for the loan is a non-refundable origination fee of 1% of the outstanding Tuition and Mandatory fee amount at the time of the application. This fee will be applied directly to the student’s Emergency Tuition Loan account and will need to be covered (jointly with the borrowed amount) no later than the Emergency Tuition Loan due date.

What does the Emergency Tuition Loan cover and not cover?

The Emergency Tuition Loan only covers Tuition and Mandatory Fees. Fees such as orientation, dorms, meals, late payments, parking and citations, medical insurance, personal expenses, etc. are not covered by this institutional loan.

Where do I see my outstanding balance?

Go to ASSIST > My Finances > Pay Emergency Tuition Loan > “Pay bill”.

When, Where, and How can I make a payment?

  • Payments can be made at ASSIST > My Finances > Pay Emergency Tuition Loan > “Pay bill”.
  • Partial payments before due date are allowed without penalty.
  • Payments may take 24 – 48 hours to reflect on your Emergency Tuition Loan bill.
  • Former students without active credentials visit:  UTRGV Emergency Tuition Loan.
  • Bursar’s Methods of Payment - Pay by Cash, Money Order, or Check.
  • Contact the loanoffice@utrgv.edu if an out-of-pocket payment was transferred to the Emergency Tuition Loan account and was intended to pay a student account balance.

Does my Financial Aid award covers all the Emergency Tuition Loan balance?

Any financial aid refund applied into your student account may be transferred as a payment towards your Emergency Tuition Loan outstanding balance. Any left-over money in the student account will be disbursed to the student. It is the responsibility of the student to use any refunds issued directly to the student to repay your Emergency Tuition Loan outstanding balance and make sure the balance is zero by the due date to avoid extra charges.

What happens if I drop / add courses?

The Emergency Tuition Loan will automatically adjust to student bill increases or decreases until the 20th class day. Visit the Dropping / Withdrawing website for more information.

Can I request an extension on my Emergency Tuition Loan?

Your Emergency Tuition Loan outstanding balance must be paid no later than the Emergency Tuition Loan established for the term you applied for. State universities cannot extend the initial due date.

What happens if I am unable to pay my Emergency Tuition Loan by the due date?

As per your Master Promissory Note, your account will incur the below charges if not paid in full. Students are responsible for all costs associated with the collection of their account.

  • A UTRGV financial hold will be placed on your account and may prevent you from viewing grades, receiving diploma upon graduation, and requesting a new institutional loan (Emergency Tuition Loan or Institutional Payment Plan).
  • Students are liable up to 3 late payment fees
    • 1st late payment fee: 1-3 business days after the Emergency Tuition Loan due date
    • 2nd late payment fee: Accounts with 30 days past due
    • 3rd late payment fee: Accounts with 60 days past due
  • Balance thresholds for late payment fee
    • Less than $500.00 - $10.00 late payment fee
    • Between $500.00 and $1,000.00 - $20.00 late payment fee
    • Greater than $1,000.00 - $30.00 late payment fee
  • Additional fees for accounts that remain unpaid
    • 23% internal collection charge: Accounts 90 days past due
    • Up to 30% collection charges: Accounts assigned to external collections

What does UTRGV offer as a Payment plan for accounts under internal collections?

UTRGV offers a withdrawal payment plan as a method of payment for delinquent accounts with over 90 days past due balances. Financial holds will not be released until the account is paid in full. Contact the collections@utrgv.edu office for more information.

What are the consequences of not paying by the due date?

  • As UTRGV is a state agency, a state hold will be placed at the Texas Comptroller Office on delinquent accounts possibly preventing, but not limited to receiving financial aid refunds from other state institutions including other Texas Universities, lottery ticket payments, state employment reimbursements, or any other miscellaneous source of payments handled by the State of Texas.
  • Delinquent accounts may be reported to the 3 major national credit bureau agencies, possibly impacting negatively on your credit score, affecting real estate purchase, personal loans, applying for credit cards, etc.

Can I cancel my Emergency Tuition Loan?

Emergency Tuition Loans will not be canceled. In cases where all courses are dropped and 100% refunded, the 1% origination fee will still be due. 

How much is the cost of a Non-Sufficient Fund payment (NSF)?

UTRGV will charge a non-refundable $25.00 per transaction to any payment returned as NSF, including: Insufficient funds, unable to locate account, stop payments, etc. This fee will be added to the student emergency tuition loan account balance.

 

 

Third-Party Tuition

The Third-Party Tuition office is responsible for processing the awarding, invoicing, and collecting of different types of tuition assistance provided by the military branches, employer’s tuition programs, Texas Workforce Commission, and 529 college savings plans, received while attending The University of Texas – Rio Grande Valley.

Military Branches

The Third-Party Tuition office will process all financial support letters approved by any military branch through the Army Ignite system or sent to email address loanoffice@utrgv.edu. It is the student’s responsibility to take care of any unpaid balance in their student account.

Employer's Tuition Programs

All letter of credit, vouchers, or any other type of financial assistance provided by any employer should be filled out and sent to email address loanoffice@utrgv.edu in a timely manner. Awarding process may take between 1-2 business days to reflect on the student account. All new contracts need to be set up and may cause a delay in the student awarding process. To set up a new contract, UTRGV requires the employer’s W-9, billing contact information, and awarding terms and conditions. It is the student’s responsibility to take care of any unpaid balance in their student account.

Texas Workforce Commission (S.A.)

To start the awarding process, all Service Authorizations and other communication regarding the student Tuition and Mandatory Fees should be sent to email address loanoffice@utrgv.edu. The awarding process may take between 1-2 business days to reflect on the student account. Non-students (without an SID) Service Authorizations may be handled by other assigned managing departments. It is the student’s responsibility to take care of any unpaid balance in their student account.

Texas Tuition Promise Fund (TTPF)

Account owners are required to authorize (through the TTPF portal) the payment for UTRGV on behalf of the student’s Tuition and Mandatory Fees. The awarding process starts when the student sends notification of the payment authorization to email address loanoffice@utrgv.edu at the beginning of each term. The awarding process may take between 1-2 business days to reflect on the student account. By submitting a payment request, students agree to be liable for any charge not paid by this program.

Texas Guarantee Tuition Plan (TGTP)

Account owners are required to authorize the payment for UTRGV on behalf of the student’s Tuition and Mandatory Fees. The awarding process starts when the student sends notification of the payment authorization to email address loanoffice@utrgv.edu at the beginning of each term. The awarding process may take between 1-2 business days to reflect on the student account. By submitting a payment request, students agree to be liable for any charge not paid by this program.

Out of State Prepaid Plans

The Third-Party office processes all out-of-state prepaid plans. The awarding process starts when a notification is received at email address loanoffice@utrgv.edu from the out of state program. The awarding process may take between 1-2 business days to reflect on the student account. New contracts will need to be set up and may cause a delay in the student awarding process.

Other Third-Party Awards

All emails received at email address loanoffice@utrgv.edu that do not pertain to this office, will be reviewed and directed to the appropriate office.
